The Anti-Dumping Administration and the General Administration of Customs of the Ministry of Industry and Commerce of the People's Republic of China will conduct anti-dumping investigations on imported products of "nylon (multi-filament)" exported from the EU and Vietnam. At present, the product being produced is "nylon synthetic yarn", also known as polyamide yarn.
The investigation was started with applications submitted by JCT Co., Ltd., Gujarat Polyfilms Pvt Ltd, Gujarat State Fertilizer Co., Ltd., Prafful Overseas Pvt Ltd and AYMSyntex (formerly known as Welspun Syntex). The product also has five other Indian producers, namely Salasar, JPBFiber, GuptaSythetics Limited, Century Enka and Oriilon India Pvt Ltd. These companies and producers also support the survey.
The General Directorate of Anti-Dumping found sufficient evidence to dump dumping of nylon yarn (NFY) from the European Union and Vietnam, causing "harm" to Indian domestic industry. The official report said that there is a causal relationship between dumping and “injured†industries, which is the reason for starting anti-dumping investigations. â€
The investigation will determine the conduct, extent and impact of any suspected dumping and recommend that the anti-dumping tax (if imposed) is sufficient to eliminate “damage†to domestic industry.
The applicant's investigation period is from April 2015 to September 2016, but the General Directorate of Anti-Dumping considers that investigation should also be conducted from October 2015 to March 2017 (18 months). And the term "damage" investigation should be considered as 2013-14, 2014-15 and 2015-16.
Nylon filament (NFY) is a synthetic filament yarn prepared by polymerization of an organic monomer. The product under consideration is a multifilament yarn, including various synthetic filament yarns of nylon or polyamide, such as flat yarn-twisted and/or uncrimped fully drawn yarn (FDY), rotary drawn yarn (SDY), Fully oriented yarn (FOY), highly oriented yarn (HOY), partially oriented yarn (POY), textured yarn - twisted and / or untwisted, and dyed yarn, single, double, multiple, folded or cable .
This product includes all variants of nylon filament yarns or polyamide yarns, such as flat/textured/twisted/untwisted, bright/semi-dark/full dark (or variants thereof), grey/colored/dyed (or Variant), single/double/multiple/folded/cable (or variants thereof), regardless of size, but does not include high strength yarns of nylon according to the 5402 classification in Customs Code.
The main uses of nylon yarn (NFY) are in furniture and industrial applications such as curtains, sewing and embroidery threads, upholstery, fish nets, etc. (RKS)
