The packaging and printing industry has become the first pilot industry for VOCs' sewage charges, and more and more enterprises have reached the crossroads of managing VOCs. Up to now, in the 15 provinces and cities that have announced the charging standards, the charging standards vary from place to place, and the difference between the highest and the lowest is tens of times. The standard for VOCs in Shanghai is equivalent to that in Beijing. High fees have made printing companies even worse, and printing companies have to reduce VOCs emissions, including source reduction, process control and end-of-pipe management.

Hong Kong Color Printing (Shanghai) Co., Ltd., the company where the author is located, is a printing company mainly based on offset printing. According to DB31/872-2015 Shanghai “Printing Industry Air Pollutant Emission Standards” (see Table 1) The maximum allowable emission concentration is 50 mg/m3. To this end, the company based on the actual situation, explored a set of effective solutions to reduce VOCs emissions, and share with the industry.
If the concentration of VOCs at the main nodes in the company's offset shop air can be controlled below 50 mg/m3, the worrying end treatment is simple. Because the treated non-methane total hydrocarbon concentration of the exhaust pipe is also required to be below 50 mg/m3. The author has practiced this idea along the following path.
The first step: external detection
The main consumable materials in the offset press workshop, including ink, dampening solution and car wash water, are sent to confirm that they do not contain benzene, toluene, xylene and benzene. If the supplier has already had the corresponding test report, it is not necessary to repeat the test. After testing, the raw materials selected by the company are all qualified.
Step 2: Instrument preparation
Purchase a VOCs detector. The author purchased the PGM-7300. This instrument has two minor drawbacks: (1) It is not possible to directly display how many milligrams per cubic meter, but to convert it by ppm. Usually the ppm reading is multiplied by 2.5 to get an approximate result. (2) This instrument is a PID (photoion gas detector), which is different from the official FID (hydrogen ionization detector), but does not produce orders of magnitude error. It is feasible as a reference. The advantage of this instrument is that it is easy to carry and cheap.
The third step: on-site assessment
Based on the premise of not containing benzene, toluene, xylene and benzene, the effects of VOCs on the main materials were evaluated, and the peaks of VOCs were tested in a closed workshop.
1 After the lid of the tank is opened, the concentration of VOCs above the tank is detected.
2 During the printing process, the concentration of VOCs above the ink roller is detected.
3 During the printing process, the concentration of VOCs near the plate is detected.
4 After cleaning the blanket, check the concentration of VOCs between the units.
5 When the car washes the color, the VOCs concentration above the ink roller is detected.
At this time, we must pay attention to the control of some details, and reduce the negative impact as much as possible, including the lid of the container, the excessive use of the car wash water, the mixing or cross-use of the car wash water and water, and the dampening solution in the water tank should not be added as much as possible. alcohol.
Step 4: Set the standard
In the third step, when the car wash is changed, the VOCs concentration above the ink roller can be higher, but not higher than 200 ppm, and the other 1234 peaks should not be greater than 20 ppm. Such standards may feel high at the beginning of implementation, but after continuous improvement by suppliers or the introduction of new suppliers, practice has not been particularly difficult. Over the mountain, it is closer to the target.
Step 5: Determine the plan
According to the requirements of the first factory or the first one, the closed, gas collecting hood, pipeline, processing equipment, fan, detection port, etc. shall be designed and manufactured according to relevant requirements. Of course, there is a lot of room for choice at this time. For example, the workshop space is below 2 000 m3, then the air volume of 5 000 m3/h is sufficient, and the 500 kg activated carbon treatment tank can support more than three months. As long as it can continue to ensure that the concentration of VOCs in the workshop itself has reached the standard, then we will look at our own requirements, whether it is only up to standard or 50% lower than the limit. Because according to the standard requirements, the concentration of VOCs below 25 mg/m3 can be reduced by half. In production practice, it is not difficult to achieve VOCs below 25 mg/m3.
Step 6: Implement management, develop procedures, and clarify responsibilities
Ensure the normal operation of the equipment, maintain and maintain records in a timely manner, and regularly invite third parties to test and accept the inspection by the environmental inspection department.
To sum up the above six steps, in fact, one sentence: focus on the source reduction, and implement end management. Through detailed analysis of the company's VOCs production links, causes, scale and major sources, and through the implementation schemes shared in this paper, the factory's emission indicators are lower than the standard requirements, effectively reducing the emissions of VOCs.
